That\u2019s more than twice the national average. As the city of Philadelphia explores decarbonization and renewable energy options, we need to make sure our solutions are addressing Philadelphia\u2019s energy burden. <\/p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Energy in Philadelphia<\/strong><\/h2>\n\n\n\n<p>Philadelphia Gas Works (PGW) is the city-owned gas utility of Philadelphia. PGW produces 24% of greenhouse gas emissions in Philadelphia and serves almost 500,000 customers. Understanding the structure of PGW allows us to recognize which stakeholders influence decisions made by PGW.<\/em><br><em>&nbsp;<\/em><br><em>Source: Philadelphia Gas Works Business Diversification Study<\/em>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Philadelphia\u2019s Office of Sustainability and PGW recently released a <a href=\"https:\/\/www.phila.gov\/media\/20211207134817\/PGW-Business-Diversification-Study-2021-12.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Business Diversification Study<\/a> which explores the ways in which PGW can work to <strong>reduce greenhouse gas emissions while simultaneously sustaining jobs <\/strong>and addressing the energy burden placed on low and moderate-income families.<\/p>\n\n\n\n<p>This study offers a glimpse into the future of PGW\u2019s sustainability initiatives by presenting three pilot programs that PGW plans on pursuing. In order to hold PGW accountable and understand which energy programs offer <em>viable<\/em>, <em>affordable<\/em>, and <em>sustainable <\/em>options for the future, it\u2019s important to explore the implications of these potential energy solutions.<\/p>\n\n\n\n<div style=\"height:6px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pilot Program #1: Weatherization<\/strong><\/h2>\n\n\n\n<p>Weatherization is the process of improving energy efficiency in order to reduce energy usage and decrease the amount of outside air entering the building. This requires less energy usage and costs during the winter months because weatherization decreases the amount of cold air entering a building.&nbsp;<\/p>\n\n\n\n<p>The process of weatherization typically requires a <strong>larger upfront investment<\/strong> to make changes to a building such as improving insulation, sealing air ducts, and replacing and sealing drafty doors and windows.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The intent is that these investments will pay off in the long run by decreasing energy costs.<\/p>\n<\/blockquote>\n\n\n\n<p>PGW <a href=\"https:\/\/www.pgworks.com\/community-impact\/sustainability\" target=\"_blank\" rel=\"noreferrer noopener\">already has a weatherization program<\/a>, but the pilot program would expand weatherization efforts to low and moderate-income households by utilizing an <strong>on-bill financing method<\/strong>. This program would have PGW pay the upfront costs of weatherization improvements to a home, and then this money would be recovered through a monthly payment on the customer\u2019s energy bill.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"512\" height=\"469\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-3.png\" alt=\"Details of Weatherization: Energy in Philly.\" class=\"wp-image-616\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-3.png 512w, https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-3-300x275.png 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/figure>\n<\/div>\n\n\n<p><br>However, a representative from Community Legal Services, a Philadelphia-based group that provides legal services to low-income families, <a href=\"https:\/\/whyy.org\/articles\/report-explores-a-decarbonized-future-for-pgw-cites-its-current-structure-and-business-model-as-challenges\/\" target=\"_blank\" rel=\"noreferrer noopener\">expressed disapproval<\/a> of the on-bill financing program as a method of addressing Philadelphia\u2019s energy burden.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The representative mentioned that there are programs in the city that will make weatherization improvements to houses of <strong>low-income residents for free<\/strong>, which is a more viable and affordable option for families who may not be able to afford the extra monthly payment.<\/p>\n<\/blockquote>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pilot Program #2: Networked Geothermal Systems<\/strong><\/h2>\n\n\n\n<p>While the weatherization pilot program is an extension of PGW\u2019s existing programs, the other two programs presented in the report are completely new to PGW. The second program, which is set to begin with a feasibility study rather than the implementation of a full pilot program, <em>involves the exploration of networked geothermal district systems.<\/em><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-4-edited.png\" alt=\"Geothermal Pathways: Energy in Philadelphia.\" class=\"wp-image-627\" style=\"width:326px\" width=\"326\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-4-edited.png 509w, https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-4-edited-300x300.png 300w, https:\/\/sites.temple.edu\/tusustainability\/files\/2022\/01\/unnamed-4-edited-150x150.png 150w\" sizes=\"(max-width: 509px) 100vw, 509px\" \/><figcaption class=\"wp-element-caption\"><em>Image Source:&nbsp;Philadelphia Gas Works<br>Business Diversification Study<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>PGW will explore the potential of the geothermal district systems, which would involve the use of geothermal heat pumps to extract heat from the Earth in the winter and then store it during the summer. These heat pumps are used to heat and cool buildings by carrying cold water, hot water, or steam.&nbsp;<\/p>\n\n\n\n<p>This is seen as one of the projects with the most potential because it would likely allow for PGW\u2019s workforce to be retained while redirecting PGW\u2019s revenue stream to come from a renewable energy source. <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/can-gas-companies-evolve-to-protect-the-climate-and-save-their-workers\" target=\"_blank\" rel=\"noreferrer noopener\">Massachusetts<\/a> recently launched its own networked geothermal pilot project, and geothermal energy has been a <a href=\"https:\/\/www.europenowjournal.org\/2021\/05\/10\/geothermal-heating-and-cooling-networks-for-green-and-livable-urban-transformations-part-ii\/\" target=\"_blank\" rel=\"noreferrer noopener\">successful renewable energy source in Europe<\/a> for years.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-pullquote\"><blockquote><p>While more research is needed to determine what a networked geothermal system would look like in Pennsylvania, this has been identified as one of the most promising options for reducing emissions.<\/p><\/blockquote><\/figure>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pilot Program #3: Decarbonized Gas<\/strong><\/h2>\n\n\n\n<pre class=\"wp-block-verse\"><em>Converting city waste to bio<\/em>methane, which is a renewable gas!<\/pre>\n\n\n\n<p>PGW\u2019s third pilot program proposes that PGW partner with the Philadelphia Water &amp; Streets Department to investigate the potential of converting city waste to biomethane, which is a renewable gas.&nbsp;<\/p>\n\n\n\n<p>The <em>benefit<\/em> of this program is that it would allow PGW to <strong>continue using the gas infrastructure<\/strong> that it has set up. The <em>limitations<\/em> to this program lie in the fact that it <strong>will not significantly decrease fossil fuel<\/strong> combustion since the majority of the gas used will continue to be fossil gas, and it also does not offer a method of addressing the energy burden.&nbsp;<\/p>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why These Programs Matter<\/strong> <strong>for Philadelphia&#8217;s Energy<\/strong><\/h2>\n\n\n\n<p>In order for the city of Philadelphia to reach carbon neutrality by 2050, PGW will have to dramatically transform its business model and explore alternative energy methods.
