Stay tuned for our next transportation blog post: Transit Equity in Philadelphia.<\/em><\/p>\n\n\n\n<pre class=\"wp-block-verse has-black-color has-text-color has-background\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 49%,rgb(169,184,195) 95%)\">The transit system in Philadelphia isn\u2019t quite as multifaceted as the city it serves, but it's got layers to it nonetheless. Let\u2019s peel some of those layers back and ask two foundational questions of our transit system: <span style=\"text-decoration: underline\">how does transportation relate to climate justice? And how is our transit system structured?<\/span><\/pre>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Transportation and Climate<\/strong><\/h2>\n\n\n\n<p><em>Energy is the fuel that powers our transit system, as we\u2019ve established in our blog post on <a href=\"https:\/\/sites.temple.edu\/tusustainability\/2021\/08\/06\/energy-electricity-and-the-climate-crisis\/\">Energy, Electricity, and the Climate Crisis<\/a>.<\/em> Sadly, we\u2019ve also established that <strong>most of the energy we use is generated from fossil fuels<\/strong>. As a result, transportation accounts for <a href=\"https:\/\/www.phila.gov\/media\/20210113125627\/Philadelphia-Climate-Action-Playbook.pdf\">22% of Philadelphia\u2019s Greenhouse Gas emissions<\/a>, much of which comes from our car-related emissions due to a lack of funding for SEPTA (which we\u2019ll touch on momentarily).&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed.png\" alt=\"Transit \" class=\"wp-image-556\" width=\"514\" height=\"329\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed.png 412w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-300x192.png 300w\" sizes=\"auto, (max-width: 514px) 100vw, 514px\" \/><figcaption><em>(Philadelphia Climate Action Playbook, pg. 13)<\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>This reliance on cars both exacerbates climate change and creates harmful air pollution, as Philadelphia ranks as the <a href=\"https:\/\/www.lung.org\/media\/press-releases\/state-of-the-air-philadelphia\">12th most polluted city<\/a> in the country. Personal automobiles, here, are a big part of the problem. In 2009, cars, SUVs, pickup trucks, and freight trucks accounted for <a href=\"https:\/\/www.transit.dot.gov\/sites\/fta.dot.gov\/files\/docs\/PublicTransportationsRoleInRespondingToClimateChange2010.pdf\">77% of all transportation GHGs<\/a>. Contrastingly, public transit emits much less pollution per passenger mile, especially when ridership is high, as shown below.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-1.png\" alt=\"\" class=\"wp-image-557\" width=\"594\" height=\"334\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-1.png 512w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-1-300x168.png 300w\" sizes=\"auto, (max-width: 594px) 100vw, 594px\" \/><figcaption>(<em>Public Transportation\u2019s Role in Responding to Climate Change, 2010<\/em>)<\/figcaption><\/figure><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\"><p>Bold climate action requires deeper investments in public transit. Sadly, public transit is drastically underfunded across the country, and Philadelphia is no exception. To change that, though, we\u2019ll need to understand how our transit system is structured. So let\u2019s get to it!<\/p><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Our Transit System: SEPTA<\/strong><\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed.jpg\" alt=\"\" class=\"wp-image-558\" width=\"295\" height=\"295\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed.jpg 512w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-300x300.jpg 300w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-150x150.jpg 150w\" sizes=\"auto, (max-width: 295px) 100vw, 295px\" \/><\/figure><\/div>\n\n\n\n<p><em>First, let\u2019s talk about SEPTA or the Southeastern Pennsylvania Transportation Authority.<\/em> SEPTA is a metropolitan transportation agency that oversees public transit in Philadelphia and the surrounding counties of Bucks, Chester, Delaware, Montgomery. In Philadelphia, SEPTA offers bus, subway, regional rail, and trolley services across the city, the full map of which is shown below.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-2.png\" alt=\"\" class=\"wp-image-559\" width=\"79\" height=\"79\" \/><\/figure><\/div>\n\n\n\n<p>SEPTA is a <a href=\"https:\/\/philadelphiaencyclopedia.org\/archive\/septa\/\">regional authority<\/a>, not a City agency. So, each of the five counties in SEPTA has equal representation on <a href=\"http:\/\/www.septa.org\/about\/board\/members.html\">SEPTA\u2019s board<\/a>. Still, most of the transit agency\u2019s ridership, usually 80% or more, comes from Philadelphia. <strong>This means that, because the rest of the counties in SEPTA are less populous than Philadelphia but each receives the same number of votes, the transit agency disproportionately represents the interests of less-densely populated, suburban residents.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pennsylvania&#8217;s Contribution to Transit System: SEPTA<\/strong><\/h2>\n\n\n\n<p> <p><strong>How does our state government impact our transit system? <em>Well, this is where the thick of it lies.<\/em><\/strong> Most of SEPTA\u2019s funding comes from the PA State Government. As a result, the transit agency has not had a steady, dedicated funding source for most of its history.\u00a0<\/p><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-3.png\" alt=\"\" class=\"wp-image-560\" width=\"320\" height=\"384\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-3.png 426w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-3-250x300.png 250w\" sizes=\"auto, (max-width: 320px) 100vw, 320px\" \/><figcaption>(<em>SEPTA 2019 Operating Budget Subsidies<\/em>)<\/figcaption><\/figure><\/div>\n\n\n\n<p><br>When it comes to government funding mechanisms, there are <a href=\"https:\/\/smallbusiness.chron.com\/differences-similarities-capital-operational-budgeting-33149.html\">two kinds of budgets<\/a>. Firstly, there are <strong>operating budgets<\/strong>. These budgets include buses, employee wages, ongoing maintenance costs, etc. It\u2019s helpful thinking of operational budgets to be for short-term expenditures. Secondly, there are <strong>capital budgets<\/strong>, which include projects like rebuilding train stations, constructing new electrical systems, or building a bridge. These are the more long-term infrastructure investments.<\/p>\n\n\n\n<p>In 2019, state funds accounted for <a href=\"https:\/\/planning.septa.org\/wp-content\/uploads\/2021\/02\/Operating-Budget-FY2019.pdf\">almost 80%<\/a> of SEPTA\u2019s operating budget and <a href=\"https:\/\/planning.septa.org\/wp-content\/uploads\/2021\/02\/Capital-Budget-FY2019-Capital-Budget-FY2019-2030.pdf\">almost 50%<\/a> of SEPTA\u2019s capital budget. Much of the state\u2019s funding to SEPTA comes from <a href=\"https:\/\/whyy.org\/articles\/what-is-act-89\/\">Act 89 in 2013<\/a> which allows the Pennsylvania Department of Transit (PennDOT) a $450 million infusion to public transit agencies. <em>However, Act 89 is set to expire in 2022, meaning a big chunk of SEPTA\u2019s funding source could dry up as soon as 2022.<\/em><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-4.png\" alt=\"\" class=\"wp-image-561\" width=\"380\" height=\"261\" \/><figcaption>(<em>SEPTA 2019 Capital Budget Subsidies<\/em>)<\/figcaption><\/figure><\/div>\n\n\n\n<p>This arrangement is <a href=\"https:\/\/www.pewtrusts.org\/ar\/research-and-analysis\/articles\/2015\/02\/24\/funding-challenges-in-highway-and-transit-a-federal-state-local-analysis\">unusual <\/a>for American transit agencies. Most other agencies receive larger support from their local governments, especially in west coast cities where revenues are raised directly from sales taxes. These local funding streams also make localities more responsive to ridership needs. <strong>Nevertheless, if the state funding dissolves, SEPTA will need to find alternative sources of funding from local or federal governments.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Federal Government&#8217;s Role in Our Transit System<\/strong><\/h2>\n\n\n\n<p><strong>What role does the federal government play in all of this? <em>I\u2019m glad you asked!<\/em> <\/strong>The federal government sends funds to local and regional transit agencies across the country, like SEPTA, which are tasked with managing transportation systems in a particular area. However, ever since the Reagan era and the 1980s, the federal government has steadily decreased subsidies for transit agencies\u2019 operating budgets. For instance, federal funds accounted for <a href=\"https:\/\/planning.septa.org\/wp-content\/uploads\/2021\/02\/Operating-Budget-FY2019.pdf\">11.4%<\/a> of SEPTA\u2019s operating budget in 2019, as shown above.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-5.png\" alt=\"\" class=\"wp-image-562\" width=\"589\" height=\"392\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-5.png 512w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/10\/unnamed-5-300x200.png 300w\" sizes=\"auto, (max-width: 589px) 100vw, 589px\" \/><\/figure><\/div>\n\n\n\n<p>When transit agencies need additional capital funds, they can apply for <strong>competitive grant programs<\/strong> through the <a href=\"https:\/\/www.transit.dot.gov\/CIG\">Federal Transit Administration<\/a>. SEPTA has not submitted a major capital grant for some time but is <em>trying to do so to <a href=\"https:\/\/www.inquirer.com\/transportation\/septa-trolley-modernization-capital-budget-market-frankford-line-bus-infrastructure-20210426.html\">modernize our trolly system<\/a>.&nbsp;<\/em><\/p>\n\n\n\n<p><br>The federal government\u2019s distant role in our transit system is unusual for wealthy nations. In 2019, the United States invested <a href=\"https:\/\/data.oecd.org\/transport\/infrastructure-investment.htm\">0.6% of its GDP<\/a> into inland infrastructure investments, while France and the United Kingdom <em>each <\/em>invested <a href=\"https:\/\/data.oecd.org\/transport\/infrastructure-investment.htm\">0.9% of their GDP<\/a> in the same year. <strong>Clearly, the federal government needs to deepen its investments in public transit agencies like SEPTA.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Transportation and Climate Change<em>: Conclusion<\/em><\/strong><\/h2>\n\n\n\n<pre class=\"wp-block-verse has-background\" style=\"background:linear-gradient(135deg,rgb(202,248,128) 38%,rgb(113,206,126) 73%)\">In summary, the federal government has disinvested from transit agencies like SEPTA, and some state governments, like Pennsylvania, have not played their part either. Finally, SEPTA itself is designed to cater to the needs of suburban areas more than the city. Fighting climate change will require changes to all of the above, creating a cleaner, better-funded public transit system in Philadelphia and beyond. What might this look like? Who could it work for?
