These inequities <a href=\"https:\/\/sites.temple.edu\/tusustainability\/2021\/04\/01\/creative-action-for-philadelphias-rising-temperatures\/\">remain today<\/a> and stand to be exacerbated as <a href=\"https:\/\/thephiladelphiacitizen.org\/return-environmental-protection\/\">the climate crisis worsens<\/a>. <strong>So what can we do? The Office of Sustainability hosted<em> Struggle Space to Green New Deal: Recognizing Past Racial and Environmental Injustice to Inform Urban Climate Justice Policy<\/em> to begin finding some answers<\/strong><\/p>\n\n\n\n<h2 class=\"has-text-color wp-block-heading\" style=\"color:#690046\"><strong>Struggle Space.<\/strong><\/h2>\n\n\n\n<p>At the center of the event was the term \u201cstruggle space.\u201d Panelist and professor in Temple\u2019s GUS department, Christina Rosan, explained that the term was coined in passing by an African-American cab driver of hers to describe the systemic injustices he and his community faced: \u201cthey got us in this struggle space.\u201d The term clicked and Rosan has since used it to describe historic and continued spaces of racialized disinvestment.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>What does the struggle space look like in Philadelphia?<\/p><\/blockquote>\n\n\n\n<p>Rosan and fellow panelist and colleague, Megan Heckert, shared an <a href=\"https:\/\/liberalarts.temple.edu\/sites\/liberalarts\/files\/PPL%20Policy%20Brief%20No.5_updated_090320.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">equity index<\/a> they had developed to help map out the struggle space in Philadelphia. That being said, any process of community reinvestment must also include <a href=\"https:\/\/storymaps.arcgis.com\/stories\/facaf83e4e8c44f08878fd4439fb2162\" target=\"_blank\" rel=\"noreferrer noopener\">authentic conversations with community members<\/a>, allowing them to name their needs and design the reinvestment themselves wherever possible.<\/p>\n\n\n\n<h2 class=\"has-text-color wp-block-heading\" style=\"color:#690046\"><strong>Struggle Space to a Green New Deal<\/strong>.<\/h2>\n\n\n\n<p>Rosan, Heckert, and every other panelist stressed the need for climate action to take equity-based approaches. \u201cClimate planning is doomed to fail,\u201d Rosan said, \u201cif it does not address the struggle space.\u201d In other words, before we talk about a Green New Deal, we need to acknowledge the \u201cRaw Deal\u201d that communities of color in Philadelphia have had and still have.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>In Philadelphia, this means acknowledging the history of planning as <a href=\"https:\/\/theblackbottom.wordpress.com\/communities\/north-philadelphia\/history\/\" target=\"_blank\" rel=\"noreferrer noopener\">blatantly discriminatory and racist<\/a> and simultaneously taking bold action to right those wrongs, urgently addressing issues like rapid gentrification and \u201cgreen gentrification\u201d that hit communities of color hardest.<\/p><\/blockquote>\n\n\n\n<p>The history of this city, and indeed this country, are inseparable racial injustice. We cannot change the past.
