Mary Gay Scanlon (PA-05)"},"content":{"rendered":"\n<p>In September of 2020, the Temple College of Public Health hosted several political leaders to discuss <a href=\"https:\/\/www.youtube.com\/watch?v=tlm3gJg6fNs&amp;feature=youtu.be\" target=\"_blank\" rel=\"noreferrer noopener\">Social Justice, Public Health, and the 2020 Election<\/a>. Most questions posed to the panelists centered around electoral participation. Nevertheless, one question in particular caught our attention.<\/p>\n\n\n\n<p>Just over <a href=\"https:\/\/youtu.be\/tlm3gJg6fNs\" target=\"_blank\" rel=\"noreferrer noopener\">halfway through the discussion<\/a>, the panelists were asked to reflect on climate change as a public health issue.<a href=\"https:\/\/scanlon.house.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\"> U.S. Representative Mary Gay Scanlon<\/a>, a Democrat from Delaware Country, took to the zoom stage in response.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"550\" height=\"340\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/Scanlon_Heinz_1-20-2020-91_1.jpg\" alt=\"\" class=\"wp-image-490\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/Scanlon_Heinz_1-20-2020-91_1.jpg 550w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/Scanlon_Heinz_1-20-2020-91_1-300x185.jpg 300w\" sizes=\"auto, (max-width: 550px) 100vw, 550px\" \/><figcaption>Courtesy of Penn Environment<\/figcaption><\/figure>\n\n\n\n<p>After acknowledging the <a href=\"https:\/\/whyy.org\/series\/pes-refinery\/\" target=\"_blank\" rel=\"noreferrer noopener\">PES refinery explosion<\/a> and the <a href=\"https:\/\/www.theguardian.com\/cities\/2019\/feb\/21\/philadelphia-covanta-incinerator-recyclables-china-ban-imports\" target=\"_blank\" rel=\"noreferrer noopener\">trash-burning plant<\/a> in her district, both being textbook examples of environmental racism, Scanlon provided an overview of some of regulatory confines under which climate action policies operate:<\/p>\n\n\n\n<p>\u201cWhen I was on the local school board, we had to do some rebuilding. Of course, you want to do it in a sustainable way. But the laws and regulations you operate under require certain things with respect to funding and you can\u2019t raise taxes more than a certain amount in our school districts so\u2026 the budget was always a concern.&nbsp;<\/p>\n\n\n\n<p>\u201cPeople wanted to put solar panels on and would say, \u2018well right across the river in New Jersey all those schools are doing solar panels.\u2019 Well, New Jersey had implemented state funding to incentivize the use of solar energy. We didn\u2019t have that in Pennsylvania so that became economically not possible.\u201d<\/p>\n\n\n\n<p>Scanlon then stressed the federal government\u2019s role in funding state and local climate action. The Representative\u2019s story illustrates a tension between climate action policies and the divisions of power between our governments.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"538\" src=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/mary-gay-scanlon-fb-1024x538.jpg\" alt=\"\" class=\"wp-image-491\" srcset=\"https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/mary-gay-scanlon-fb-1024x538.jpg 1024w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/mary-gay-scanlon-fb-300x158.jpg 300w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/mary-gay-scanlon-fb-768x403.jpg 768w, https:\/\/sites.temple.edu\/tusustainability\/files\/2021\/04\/mary-gay-scanlon-fb.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Local governments are reliant on state and federal funding, revenue streams which have withered over the past half-century due to predominance of neoliberal governance \u2014 leaving cities, and communities of color in particular, out to dry. This problem is pronounced in Philadelphia, where <a href=\"https:\/\/www.taxadmin.org\/assets\/docs\/Research\/Rates\/ind_inc.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the state government\u2019s flat tax rate<\/a> inhibits Philadelphia\u2019s ability to raise revenue.&nbsp;<br>Assuredly, there are <a href=\"https:\/\/www.reclaimphiladelphia.org\/blog\/2020\/5\/4\/reclaim-philadelphia-joins-the-revenue-for-a-just-recovery-plan\" target=\"_blank\" rel=\"noreferrer noopener\">other revenue-raising tools<\/a> the city can employ which have gone underutilized.
