Enacted in 2018, it is the latest reauthorization of the Carl D. Perkins Career and Technical Education Act of 2006.&nbsp;The primary goals of Perkins V are to improve the quality of CTE programs, increase access to these programs for all students, and ensure that CTE aligns with the needs of the labor market.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>Special populations under Perkins V include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Individuals with disabilities<\/strong>\u00a0\u2013 Students with physical or mental impairments substantially limiting one or more major life activities.<\/li>\n\n\n\n<li><strong>Individuals from economically disadvantaged families, including low-income youth and adults<\/strong>\u00a0\u2013 Students who face financial barriers that impact their educational opportunities.<\/li>\n\n\n\n<li><strong>Individuals preparing for non-traditional fields<\/strong>\u00a0\u2013 Students entering career fields where their gender is underrepresented.<\/li>\n\n\n\n<li><strong>Single parents, including single pregnant women<\/strong>\u00a0\u2013 Individuals who are raising children on their own.<\/li>\n\n\n\n<li><strong>Out-of-workforce individuals<\/strong>\u00a0\u2013 People who are unemployed or underemployed and seeking to reenter the workforce.<\/li>\n\n\n\n<li><strong>English learners<\/strong>\u00a0\u2013 Students for whom English is not their first language require additional language support.<\/li>\n\n\n\n<li><strong>Homeless individuals<\/strong>\u00a0\u2013 Students who lack a fixed, regular, and adequate nighttime residence.<\/li>\n\n\n\n<li><strong>Youth who are in or have aged out of the foster care system<\/strong>\u00a0\u2013 Students who have been in foster care at some point in their lives.<\/li>\n\n\n\n<li><strong>Youth with a parent who is a member of the armed forces and is on active duty<\/strong>\u00a0\u2013 Students who have a parent serving in the military.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.pa.gov\/content\/dam\/copapwp-pagov\/en\/education\/documents\/instruction\/career-and-technical-education\/administrative-resources\/strategies%20for%20serving%20special%20populations%20students%20in%20cte.pdf\">Strategies for Serving Special Populations<\/a><\/div>\n\n\n\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/sites.temple.edu\/ctesuccesshub\/files\/2026\/07\/NAPE-Strategies-Perkins-V-Special-Populations.pdf\">NAPE Special Populations Strategies<\/a><\/div>\n\n\n\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.acteonline.org\/tech-support-diverse-learners\/\">Support ELs in CTE Programs<\/a><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\"><\/div>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Perkins V, also known as the Strengthening Career and Technical Education for the 21st Century Act, is a federal law in the United States that governs the funding and administration of career and technical education (CTE) programs.
